what special permissions and how do they work?

Even though I wrote this, I have no clue! I think it's permission to "build here" like, "you do not have permission to build here" is taken away, I have no idea, hopefully Fubzey will answer.

fubzey have to include you as a member to the region which the spawn is in

/region addmember (region name)(your name)

well members and owners are about the same but adding an owner it is controlling the entire region

lol not really I enjoy the server to much so I don't want to see it go down. That's the reason I've donated what I can at the moment.

The shop was updated with new things yesterday, Fubzey will see this and should give you your rewards in game if he thinks you're missing some things, he re-gave me my rewards because of the server reset.
